The only person I know of to recommend is Dr. John Ryan, who was the administrator for Hawaii's State Department of Agriculture when it launched a farm-to-fork food-traceability project (see Northwest Food Industry Examines RFID's Potential). He later started his own company, Ryan Systems, focused on using radio frequency identification to track produce. Even if your project is not food-related, Dr. Ryan might be able to suggest systems integrators that could help you create a custom RFID solution.
