Passive RFID transponders have processors to execute read-write commands. Even if a tag is printed and has no silicon microchip, it still requires a processor to execute commands. However, there are chipless RFID systems available that rely on resonant fibers (see 1-Cent RFID Tags for Supermarkets) or resonant inks (see RFID Tattoos to Make a Mark on Cattle Tagging) that can be used to identify objects via radio waves. These have no processor of any kind and simply rely on interpreting the signal that bounces off of them to identify an object.
