By "OTCG," I presume you mean oil pipes (I looked up the acronym and found that it stands for "oil country tubular goods," a term I had not heard before). There are a variety of tags available for use on oil pipes.
Weatherford International, an oil services firm, makes such a tag. It is being used by Petrobras and others (see Petrobras Opts for RFID to Track Drill Pipe).
Statoil is using low-frequency (LF) tags from Norwegian RFID firm Trac ID Systems.
InfoChip makes a high-frequency (HF) tag that can be inserted into a small, shallow hole drilled into pipe.
William Frick & Co. offers passive ultrahigh-frequency (UHF) tags in rubber rings that can be fitted around drill pipes, as well as other form factors that might work.
Finally, Harting, The Tag Factory, Omni-ID and others make tags for harsh environments. One of these companies might have a tag that would work on drill pipes.
