I need to have video recordings start every time a specific tag is interrogated by a particular reader. Is this feasible?

Yes. You can link RFID readers to middleware running on a computer, and then link that computer to a video system, so that each time a specific tag is interrogated, a marker is set in the video stream, enabling you to enter the tag ID on your computer and recall the video. This can be developed by a good systems integrator, but SimplyRFID offers a solution called NOX that does this out of the box (see Companies, Agencies Use Clandestine RFID Systems to Catch Thieves). I suggest you contact them.
