With most full-featured handheld RFID readers, you can program one tag at a time. Handhelds are designed mainly to encode a tag that might need to be replaced on an item. Bulk encoding would use up the battery fairly quickly, so it is not a common feature. Fixed readers that can be plugged in are much more suited to the bulk encoding of tags.
