The tags would be stuck to each laptop's box or case, and not to the laptop itself. In this case, is it possible to use regular passive UHF RFID tags, or would special on-metal tags be required?

If the laptops are in a plastic or corrugated cardboard box and are an inch or two away from any metal, you should be able to use ordinary passive ultrahigh-frequency (UHF) RFID labels. Note, however, that if the cases contain carbon, this could be an issue. Carbon absorbs RF energy—which is why the element is used in the skin of stealth airplanes—and that could make it difficult to read tags. Electronics manufacturers often use containers with carbon to reduce the chance of their products being damaged by electrostatic shock.
