What is the ETSI or IEC maximum allowable transmitting power (field strength and measuring distance) for a 119 to 134 kHz passive tag transponder? From my previous experience (2005 to 2006), I remember that it could not exceed -28dBuA/m at 10m. Also, I know that this is well-defined in the FCC 15.209a regulation, but in Israel we follow the European standard.

As you said, Israel follows the European Telecommunications Standards Institute (ESTI) standard for communication via RFID. And it has, indeed, evolved. Currently, the limit is 66 dBµA/m at 10 m.
