At present, it would not be possible to create a passive RFID transponder for only €0.01 ($0.0125). My understanding is that the actual silicon required to make the chip could accommodate that cost, but the chip must be attached to an antenna and then be mounted on a substrate in order to be useful. The total cost is unlikely to drop below €0.04 ($0.05) unless there is a breakthrough of some kind that would reduce the cost of the antenna and the attachment process.
