Is there any solution available to prevent the reading of tags from nearby lanes at electronic toll-collection stations?

I have not heard of one. The active RFID-based solutions sold by companies for toll collection are fine-tuned to interrogate only the active tag affixed to the windshield of the car below at any given time. Some companies use passive ultrahigh-frequency (UHF) systems since the tags cost much less. If the reader antenna is set up properly, interrogating tags in adjacent lanes shouldn't be much of a problem in conventional setups, in which a metal booth separates each pair of lanes. It is possible to use metal mesh between the lanes to block a signal from adjacent booths.
