Can you please recommend a fixed high-frequency (HF) reader and antenna that I could use for this purpose?

Passive HF readers based on the ISO 15693 standard are designed to operate from about 1 to 3 feet away, so any reader based on this protocol should offer the required read range. One thing you need to be aware of is that read distance is affected by tag size—or, more precisely, tag antenna size. If you buy passive HF tags based on the ISO 15693 standard that are the size of a postage stamp, you will likely not achieve the required read range.
