Yes, there are passive RFID tags that come as peel-off stickers. You could buy a desktop Zebra Technologies printer, such as the ZD500R, that will print RFID labels that you can affix to almost anything. You could also purchase pre-encoded labels in small batches from many different label providers. The Atlas RFID Store offers bundles of labels.

If you are looking for a handheld reader to locate tagged items, these can be fairly pricey. A full-featured industry handheld typically costs about $2,000. Tertium Technology makes simple ultrahigh-frequency (UHF) and high-frequency (HF) readers that send data via a Bluetooth connection to a smartphone. These sell for about £320 ($514) for Tertium's BlueBerry HS HF interrogator and £480 ($772) for the BlueBerry HS UHF model.
