Yes, there are passive RFID tags that come as peel-off stickers. There are many different Near Field Communication (NFC) stickers available on the market (see, for example, Retailer Tape à l'Oeil Finds Success With Contactless Loyalty Cards, Hong Kong RFID Ltd. Markets Tapogram NFC App, Tags and Tadbik Expands RFID, NFC Offerings in the United States). These are designed for short-range applications.

You could buy a desktop Zebra Technologies printer, such as the ZD500R, that will print RFID labels that you can affix to almost anything. You could also purchase pre-encoded labels in small batches from many different label providers. The Atlas RFID Store offers bundles of labels.

If you are looking for a handheld reader to locate tagged items, these can be fairly pricey. A full-featured industry handheld typically costs about $2,000. Tertium Technology makes simple ultrahigh-frequency (UHF) and high-frequency (HF) readers that send data via a Bluetooth connection to a smartphone. These sell for about £320 ($514) for Tertium's BlueBerry HS HF interrogator and £480 ($772) for the BlueBerry HS UHF model.
