I am using readers and antennas operating at 865 to 868 MHz. Will radio signals from mobile phones interfere with my chip capture rate?

You should not have any problem. There are four primary bands used by cell phone carriers—850 MHz, 900 MHz, 1,800 MHz and 1,900 MHz. The 865 to 868 MHz portion of the spectrum was carved out for radio frequency identification so that it would not cause interference with other systems, and so other systems would not affect RFID. There might be other devices that use the same area of the spectrum and could cause problems, but cell phones are not among them.
