Would it be possible to enable users to check out the tools via a potable scanner?
This is certainly possible. Several ambulance companies are doing something similar, in fact (see East Midlands Ambulance Service Uses RFID to Track Equipment Quickly). You would need special on-metal RFID tags for tools composed of metal. These would cost a little more, but they could be used for the life of the asset, so it should not be a big problem.
