There are RFID tags available that can withstand cryogenic freezing and temperatures as high as 400 degrees Celsius (752 degrees Fahrenheit), so yes, there are RFID tags that can survive in outdoor environments. The right tag for your needs would depend on whether you were tracking animals, equipment or something else. If you can provide some details about what you are attempting to achieve, I will try to point you in the right direction.
