If so, what range of transmitters or receivers would be necessary for an area spanning 11,000 square kilometers?

No, that would not be possible, I'm afraid. Radio frequency identification is a short-range technology. Tags designed to be implanted under an animal's skin are low-frequency (LF) tags that can be read only within a foot or two. GPS devices banded to a collar would be much more effective for your needs.
