Are there any reusable tracking systems that can make sure packages are delivered?

There are no off-the-shelf messenger-tracking systems of which I am aware, but it would be possible to put together a solution using a phone reader, such as those provided by U Grok It or Microelectronic Technology Inc. The phone would have a GPS device in it, which could record the GPS coordinates when a tag was scanned at the point of delivery. The back-end software would simply need to record the tag ID associated with a particular item, its delivery instructions and so forth.
The nice thing about a phone reader is that it not only can transmit information about its location, but also send data via a cellular network, indicating that an item has been picked up at one location and delivered to another. The hardest part of creating such a solution would involve finding the proper software to track the pickup and delivery processes, but you could hire a programmer to create the back-end application to accomplish this task, for a relatively small amount of money.
