Neural networks are typically software, which cannot read tags. Mesh networks are hardware and, there are RFID sensors that are set up as mesh networks. However, the nodes do not have readers—they have sensors—so they cannot read tags. The short answer is that I am unaware of any neural or mesh networks that can read passive high-frequency (HF) or passive ultrahigh-frequency (UHF) tags.
