Are there any integrated microchips for animals with a GPS system on them?

If you are asking if there are any RFID tags with GPS functionality that are designed specifically for animals, the answer is no. There are, however, small transponders that can be installed under an animal's skin, usually in the back of the neck, in order to identify if it is lost. The system can control a door that allows a pet to enter its owner's house, but will repel, say, a raccoon. There are also GPS devices for animals, such as Tagg–The Pet Tracker. But I am unaware of any product that includes both GPS and RFID.
