The answer would depend on what the outside of the foam-padded case is made of. If it is composed of plastic, you will likely be able to read an RFID tag on a laptop within in. But if the case is made of carbon fiber or metal, you will probably not be able to interrogate the tag, since carbon absorbs RF energy—which is why it is used to make the skin of stealth airplanes. Plus, keep in mind that you can't stick a passive tag just anywhere on a computer inside the case. If a passive tag antenna is touching or very close to metal, the antenna will become detuned and will no longer be readable.
