Is there such a thing as a long-range (2 miles or more) active RFID location service that does not involve GPS (in other words, one that uses triangulation only)?

Not to my knowledge. Real-time location systems typically have a read range of 1,000 to 3,000 feet. Repeaters can be used to extend that range, but I am unaware of any RFID-based RTLS that can cover a distance of two miles.
