If so, how would this be accomplished? And can the tag ever be reactivated?

There are many different types of RFID tags, but only passive ultrahigh-frequency (UHF) tags based on the EPC Gen 2 RFID standard have a kill command. If you send that command to the tag to disable it, you cannot communicate with that tag again—it will be dead. However, Impinj offers tags based on the Gen 2 standard that have a private and public mode. In private mode, when the tag is within a company's facilities, it can be interrogated by any reader, while if it is in public mode—say, after being purchased by a consumer—the tag ID is no longer visible. This solution might meet your needs.
