Yes, it likely would, as passive tags are fairly resilient. You could freeze a tag for a week, thaw it out and still be able to read it. But the tag would need to have some type of protection from the elements. Using a transponder printed on a piece of paper would obviously cause the paper to deteriorate and the connection between the IC and the antenna to become broken.
Exactly what sort of protection you would need really depends on your particular application. You should contact companies such as Omni-ID, Metalcraft, William Frick & Co. or Xerafy. Any of these firms would be able to help you.
