It depends on what type of RFID tag you are trying to create. Active tags, which feature a printed circuit board, an antenna and a battery, cannot do this. Passive low-frequency (LF), high-frequency (HF) and ultrahigh-frequency (UHF) transponders have no battery, and can be made out of flexible material. UHF transponders, which can have a very simple antenna, are most suitable. Antennas can be made out of flexible conductive polymers, thin wires and other materials. Be aware, however, that if a tag is bent in such a way that the connection between the tag chip and the antenna is broken, the transponder will no longer function.
