It depends on what the screen is made of. If it is composed of some kind of plastic mesh, then yes, an RFID signal should penetrate it with no problem. If the screen is made of some kind of metal, however, then it is likely that the RF energy would bounce off and not penetrate. What is behind the windscreen could also have an impact. For example, if you had a plastic mesh windscreen over chicken wire, the wire would act like a Faraday cage and block signals from going through.
