Most UHF RFID tags cannot be read well in such an environment. While a battery-powered sensor would potentially be able to respond to interrogation at that distance through rocks and sand, replacing batteries probably would not be realistic for most applications. However, there are some companies that have managed to accomplish the reading of tags underground, typically using ruggedized passive RFID tags that are somewhat closer to the surface than you describe (less than a meter, typically). They are being used for tracking underground cables and pipes, for instance.
