If the passive reader is an ultrahigh-frequency (UHF) reader and the tags and interrogators both use the same air-interface protocol, then yes. The air-interface protocol is the “language” that tags and readers employ to communicate. If the tags are ISO-18000-6A and the reader is using ISO-18000-6C or a proprietary passive UHF air-interface protocol, then they will not be able to communicate and no information will be captured from the tags.
