No, it cannot. While both employ a similar method of tag-read communication (inductive coupling), the frequencies used by each are different. It would be like trying to listen to an AM station on an FM radio. Another difference is the air-interface protocol that each uses—the "language" that tags and readers utilize to speak. Since high-frequency (HF) and low-frequency (LF) systems employ different languages, an HF tag would not be able to talk to an LF reader.
