Other than a UHF RFID reader, are there any other alternatives? I'm looking for a low-cost device that could detect if our tags were still working on returned merchandise, without our having to take them to a reader.

The only thing I can think of is using a sled that could slide onto a mobile phone and would enable you to read tags. I am unaware of any simple, low-cost device that could emit a signal and receive a reply from a tag. I suggest you attend RFID Journal LIVE! 2020 and meet with the companies exhibiting there to find out if any of them offer what you seek.
