Is there anything we would need to do before we could conduct tests within this state? And are there any special licenses needed to test non-FCC equipment in the US?

The regulations governing the use of radio equipment are national and are set in the United States by the Federal Communications Commission (FCC). These regulations determine how much RF energy RFID readers may emit, what frequency bands they may use and some other technical issues. RFID companies must submit their products for certification before those products can be sold legally in the United States. You may use any FCC-certified reader in Ohio or anywhere else within the country.
