Can RF Transceiver Modules Access Active RFID Tag Data?

No, it's not possible. A receiver tuned to the frequency of an active RFID transponder (usually 433 MHz, 914 MHz or 2.45 GHz) can receive a signal, but the air-interface protocol used by the tag will not be interpreted by the receiver if it is not using the same protocol. It would be like a German man who can hear Japanese being spoken but cannot understand it. The receiver needs to not only receive the signal, but also know how to turn it into binary data.
