If you plan on placing the RFID label in a lanyard, passive may work. However, once you embed the label in a bag, purse, wallet, pocket, etc., passive will probably not give you the performance that you need. That’s when you should try BAP (battery-assisted, passive) labels, of which my company (PowerID) is one supplier.
As we always recommend, first try passive and try to get that to work. If you can’t, turn to BAP. In this application, as the label is closer to the body, the range decreases. Understand that if a UHF BAP is very close to the body, the range will decrease to 1-2 meters. If the orientation is more RF-friendly, you can get the 3-5 m. range you need.
