UHF in Russia

Could anyone tell me how I can find the information regarding Russia's radio law/regulations of UHF for the use of RFID applications? What I'm looking for includes the frequency bands authorized for RFID applications, maximum power available, technique specifications such as FHSS or LBT, necessary license and if so, application procedure, etc,.
