RFID tags visible via mobile device or GPS handheld?

Has a RFID tag ever been manufactured that can be tracked via a specialized applet for a cell phone or a GPS handheld unit? I'm interested in having tags on products and can be tracked ( a GPS handheld display would be ideal ) with either a cell phone running a special app, or a GPS device such as the Garmin eTrex handheld receivers.
