Is it legal in the United States to implant an RFID chip into a person's body without that individual's knowledge or permission?

I am not a lawyer, but I spoke to a friend who is. He says that in most countries, implanting any kind of device in someone without his or her knowledge would be considered a form of assault, and would thus be illegal.
