Is a Detuned Antenna a Problem for HF (Non-propagating Wave Case) RFID?

Is there a cause for concern if an antenna come in contact with metal?

Yes, any antenna that comes in direct contact with metal will be detuned. However, high-frequency (HF) and low-frequency (LF) antennas can be located closer to metal without performance degradation than a passive ultrahigh-frequency (UHF) antenna can.
