Is There Such a Thing As an Active Tag That Is a Handheld Able to Generate a Readout?
Does such a product exist?
Not to my knowledge, no. In general, tags go on assets and readers go in the hand. Active and passive tags can have a display to provide information to an asset's user. You could walk around with one in your hand, and readers could send information to it (see RFID Gets Visual). However, such tags were not designed to be held by a user.
