Can RFID Track Cloth?

Yes, but tags are not cheap (10 cents apiece and up), so if you plan to use them on millions of items, it will require a significant investment. My recommendation would be to analyze what the benefit would be of capturing data about these items, figure out what a deployment would cost, and determine whether or not it makes sense to move forward with an RFID deployment.
