UHF RFID tags are, in fact, often read through soil. RFID tags are sometimes used in greenhouses or nurseries, for instance, in which tags are embedded in soil. We've also reported on RFID tag use to mark infrastructure, such as pipes installed underground, though conditions that include the presence of metal or liquids can be obstacles. Wet soil will reduce your read range significantly. If you can afford to have a short interrogation range, or if there is a way for you to position tags as near to the soil's surface as possible, you will have much more success. The best option would be to sample some RFID tags and discuss your use case with the tag and reader vendors.
